What makes you wait for a product to go on sale instead of buying at full price?

If I’m buying a LOT of a line, e.g. 20 lipsticks at $38 each, and if it isn’t a “drop everything” kind of priority level, then I will try to wait for some sale – like $50 off $250 or 10% off.
